A wide range of Member States, IIEP partners, and stakeholders have confirmed the continued relevance of this mission statement. It supports the strategic choice of the 11th MTS to give equal footing to educational planning and educational management. The mission of the UNESCO International Institute for Educational Planning (IIEP) is to strengthen the capacity of UNESCO Member States to plan and manage their education systems. This mission statement has remained remarkably constant throughout the Institute’s nearly 60 years of existence. IIEP has a solid record for capacity strengthening at country level, through training and technical cooperation, and for the provision of knowledge on educational planning and management, through research and knowledge sharing. What is at stake is the institutional capacity of each UNESCO Member State to analyse their particular circumstances, ascertain policy options, and ultimately deliver on their commitment to quality education for all. The COVID-19 pandemic has exacerbated inequalities in education, across and within countries. The extent and depth of education disruption across the globe, with school closures affecting at their peak 1.6 billion learners in over 190 countries, has shaken faith in progress towards achieving Sustainable Development Goal (SDG) 4. In the wake of the economic shock, the massive underfinancing of education is more conspicuous than ever.

And yet, the problems posed by these disruptions have called forth novel solutions, giving rise to new modes of education delivery facilitated by technology. Moreover, innovation in governance, supported by a new-found community resilience, is charting alternative ways to achieve international goals in education. Education is a human right and a common good. The risks arising on our planet only make the successful provision of this good more crucial. The International Commission on the Futures of Education argues for the “regenerative” potential of education in today’s world. Education, in their words, “requires intentionality, planning, and systematisation because it does not happen naturally or spontaneously”. Even worse: in the absence or lack of planning and management of education, the “natural adjustments” of education systems under stress always hurt the poorest and most vulnerable.

 

While education is not the only answer to contemporary challenges, it will necessarily be a major part of it, and educational planning and management is the component that will transform this potential into reality.

With this new strategy, at a critical moment, IIEP rises to the challenge.

We are reaffirming the importance of educational planning

The real-world stress test of the COVID-19 pandemic, with most countries finding themselves unprepared to ensure the continuity of education, has prompted a new thinking about the need for planning, specifically to build more resilient education systems that can adapt to the “new normal” and withstand future shocks.

Beyond educational planning, IIEP is experiencing a growing demand from Member States for support on educational management. There is widespread awareness that a given policy, reform, or plan is only as good as its implementation.

Member States develop their knowledge to improve things

IIEP’s two strategic objectives remain true to the logic of the Institute’s mutually reinforcing country-level capacity strengthening and global-level provision of knowledge on planning and management.

The complementarity of the two strategic objectives is rooted in the understanding that without institutional capacity at country level, the availability of knowledge in the field of education, however relevant and accessible, does not automatically translate into better choices or practices.

Recognizing this, it is important for IIEP to go the extra mile, and not be satisfied “only” to make knowledge on educational planning and management readily available. The goal is to be an “honest broker” of this knowledge, in a conversation with those in a position to adapt and apply it, according to their particular contexts and needs. IIEP will strive to ensure that evidence is synthesized and aggregated, identifying and working with others to ensure that key gaps in knowledge about educational planning and management are filled. Ultimately, the aim is to strengthen capacity and to achieve a partnership of equals, where producers and users of knowledge interchange, and where IIEP’s added value lies more and more in its capacity to serve as a global hub for relevant and actionable knowledge on educational planning and management.

Training

IIEP has long been recognized for its invaluable role as a provider of training for professionals in ministries and other educational bodies on matters of educational planning and management. The core training offer of IIEP Paris, IIEP Buenos Aires, and IIEP Dakar provides a foundation for a consolidated “Global IIEP” offer. This allows, where appropriate, mutualizing course design and delivery, as well as monitoring, evaluation, and learning. Hence, it frees up resources for more regional or demand-driven specialized courses.
IIEP’s strategy is to continue expanding the use of blended and online course modalities.

At the same time, IIEP is strengthening teaching and training institutions at regional and national levels. Finally, IIEP is pursuing long-term strategic agreements with internationally recognized academic institutions to offer courses with accreditation.
